Maybelline Eye Studio Lasting Drama Gel Eyeliner - $6

This is inexpensive, has a rather creamy consistency, and lasts quite a while.  It dries quickly though.  Yet it does come with a brush!

BH Cosmetics Gel Eyeliner - ON SALE for $5 (click the link)

These are fantastic gel liners - creamy and blendable, long-lasting as well, and they come in 19 shades!  From wearable neutrals to bright, fun colors.

Physician’s Formula Custom Eye Enhancing Gel CreamLiner Trios - $8

These handy liner trios come with three interlocking, individual colors of creamy, super-blendable, luxurious and pigmented liner.  They are supposedly meant to enhance the color of your eyes, but I recommend simply going with the colors of liner that you’re most comfortable using!

I usually prefer a brush applicator when it comes to liquid eyeliner, but I am partial to a couple felt-tipped eyeliners!

L’Oreal Carbon Black Lineur Intense - $6

This is a great, very pigmented eyeliner that’s great for creating winged eye looks.  Unlike a lot of felt tip liners, this is very small and precise.  The formula of the liner never flakes or smudges.

ELF Waterproof Eyeliner Pen - $1

For being only a buck, these pens are surprisingly decent.  The applicator is thin but easy to handle, making it great for everyone - even beginnners.  The formula isn’t completely waterproof (which is a good thing - you’re actually able to wash it off!)
